Membership General Rules:

The club membership year will run from July 1, 2025, through June 30, 2026. ECRATV will send out renewable notices by June 1 of each calendar year. Those not having their membership paid by July 1, membership will be terminated. Membership privileges include but are not limited to use of the lease property for one year to include: ATV/UTV motorized recreation, hunting, fishing, hiking, biking, berry picking, wildlife watching, photography, snowmobiles, motorcycles and any activities related to the above listed. It shall be noted that the primary reason for the lease property is for ATV/UTV motorized recreation.
All hunting activities are governed by the laws of the Commonwealth of Pennsylvania, the fish and wildlife codes and those rules and regulations set forth in this document. It shall also be noted that riding will be prohibited during hunting season on the following dates:
November 1, 2025 to December 14, 2025
Hunting Members are required to carry their membership cards when entering the property. Each hunter’s passenger vehicle will be required to be stickered. All riding units to be used by members will need to be stickered. Members MUST carry membership cards and/or identification stickers to be on the leased property. Minor children under 16 years of age will need to be accompanied by member parents or member legal guardians.
There are no guests permitted on this lease.
ECRATV reserves the right to have scheduled events for fundraising purposes up to three times per year. Members will be notified of those events prior. Members would be required to pay to enter the scheduled event to participate at a discounted price.
A member may be removed from the lease at any time for any reason, for hindering ECRATV goals or any action, which would reflect dishonor and/or disgrace on ECRATV or for not abiding by rules set forth by the landowner.
Membership Costs:

All motorized vehicles to be used by members will need to be stickered. Additional stickers for additional vehicles will be $5 each.
Gates:

All gates must be kept always locked following entry or exit. The exception will exist during timber sale or timber harvest left open by Forrester's or loggers. Always remember to scramble the combination on the combination locks. Lock combination should not be shared with non-members. Members must not interfere with ECRATV, landowners, Forrester's, loggers, biologists, or other agents who may be on the property in the performance of their duties.
Requirements for Motorized Riding on Lease Property:

Proof of insurance is required on the motorized vehicle you are riding. A safe riding course certification for any motorized driver under the age of 16 years old will be required. ECRATV will make arrangements to have this course administered yearly. All drivers under the age of 16 must be accompanied by an adult member or adult member guardian. No recreational riding during hunting season for the dates listed: November 1, 2025, to December 14, 2025.
All ATV/UTV, motorcycle/dirt bike and 4-wheeler riders are required to wear helmets for safety.
Roads and or trails may be posted/blocked based on the condition of the road, safety concerns or abuse. Do not travel roads with these signs or barricades. If no signs are visible on roads or trails but roads are soft, refrain from using them. Contact directors for the conditions of roads if not sure.
The use of motorized vehicles is restricted to established roads and trails only. Maps will be provided for Lessee information. ATV safety rule is following the customs and etiquette of ATV trail riding to ensure your safety and the safety of others riding in the same area. Stay to the right side of the trail. Slow down around corners and near others. Only ride on marked trails.
Requirements for Hunting on Lease Property:

Only card holding members may hunt the lease. The Pennsylvania game laws govern all hunting seasons. Know the rules before hunting. Not following proper gaming laws could result in your membership being terminated. No recreational riding during hunting season for the dates listed November 1, 2025, to December 14, 2025. Drive in parking areas during hunting season of the dates listed will be established before hunting season begins. Pay attention to posted signs or barricades.
Hunting blinds, stands and feeders:
To ensure blinds, stands, feeders and other property are not inadvertently damaged, members should remove their properties when they are finished using it. Blinds, deer stands, and feeders must be at least 100 feet from a timber access road and lease boundaries. Blinds or stands must not be placed within 50 yards of a road open to the public. Blinds or stands must not be placed within 150 yards of a dwelling. Stands must not be fastened to trees with any device that penetrates the bark. Owners must affix their name and a daytime phone number on blinds or stands clearly visible at eye level. Stands, blinds, or feeders must be removed upon request by the lessor.*
Deer harvest report must be reported to a designated Director by January 31 each year. Failure to report may be reason to terminate your membership.*
Hunting with dogs is prohibited on the property.*
Passenger vehicles are only permitted on main corridors on Trail of Dreams East or West. Retrieval of game with a motorized unit is only permitted off the main corridor after 5pm.
No Drugs or Alcohol are Permitted on Lease Property.

Firewood:

Absolutely no wood is to be brought on or taken from the lease property for any reason. *
Never cut any standing timber. Never cut from active log landings, log piles or remove cut wood along roads. Landowners will advise if firewood is available.*
Active logging or drilling sites:
Stay clear of active logging or drilling sites. Respect equipment. Do not drive on soft, freshly graded roads or newly constructed roads without permission.*
No open fires.
Trespassing:

Members are responsible for protecting the property from trespass. When approaching a trespasser gather as much information as possible without confrontation. Advise the trespasser that this is a private land lease and ask them to vacate the property. Provide a board member with the information. Never be aggressive toward anyone.
Camping:
*
No camping or permanent camping structures are permitted on the property.*

General Courtesy Rules and Regulations:

1. Membership stickers(s) must be displayed high on the left rear fender of atv/utv, high on left rear side behind door of atv/utv, visible on left side for snowmobiles and left rear fender of motorcycles.
2. All operators of ATV/UTV’s 4-wheelers and motorcycles must wear securely fastened helmet with eye protection.
3. To operate an ATV, 8 through 15 years of age, you must possess a DCNR Safety Certificate and be supervised by a licensed adult 18 or older. Certificate classes are held periodically
4. Safe and reasonable speeds of 20 mph are expected with Slow Down Area Zones of 5 MPH. These areas will be marked. Excessive speeds and doing donuts will result in loss of membership.
5. All must slow down when passing or over taking another user. Be courteous to all non motorized users and go slow when passing them. BE RESPECTFUL.
6. Stay on designated trails. Stay off adjoining private property.
7. No passenger vehicles past designated parking areas with exceptions during hunting season 11-1-2025 to 12-14-2025.

I, the undersigned, hereby apply for membership in the Elk County Riders ATV Recreational Riding and Hunting Lease and agree to abide by all the Organization's rules and bylaws; I agree that I will be legally bound by this application under the Uniform Written Obligations Act of the Commonwealth of Pennsylvania. I further acknowledge that I am aware of the risk of injury to myself and to my property while participating in activities. I will rely on my own judgment and common sense while participating. I will also assume full responsibility for any injury or damage I cause during that participation. I hereby release Elk County Riders ATV of and from any liability for personal injuries or property damage that have occurred as a result of this participation. I also agree that I will not bring any legal action or make any claim whatsoever against Elk County Riders ATV or any organizers or volunteers due to my membership on this lease.
When signing this application for a Family Membership, the parent(s) or guardian(s) of minor children, consent to their children participating in the Organization’s activities and agree to assume all responsibility for personal injury and/or property damage to and by their children.
